Minutes for the Second TJCSGA Executive Board Meeting
November 9, 1997
The second meeting of the 1997-98 TJCSGA Executive Board was held on Sunday November 9, 1997, at 3:15 p.m. in the Brazos Room of the San Antonio Airport Hilton in San Antonio, Texas. President Terry Leggett, Frank Phillips College served as chair, and Secretary Joshua Powell, Brazosport College, served as recording secretary.
INVOCATION
Invocation was given by Terry Leggett, Frank Phillips College.
ROLL CALL
Roll call was taken by Secretary Joshua Powell, Brazosport College. There were 9 members present , 0 absent. Those present were:

ORDERS OF THE DAY
The Orders of the Day were read by Parliamentarian Trey Morris, Midland College. President Terry Leggett, Frank Phillips College asked to add "Other Old Business" under section V Old Business.
READING OF THE MINUTES
The minutes of the last General Session in Austin, TX were read by President Terry Leggett. Host Jonathan Donaldson moved to accept the minutes as written. Treasurer Shannon Bell seconded the motion. Motion carried.
The minutes from the first Executive Board Meeting of the 1997-98 Executive Board were read by Secretary Joshua Powell. Vice-President Jason Biggs moved to accept the minutes as read. Bulletin Betra Adame seconded the motion. Motion carried.
OFFICER REPORTS
President - Terry Leggett, Frank Phillips College. He turned in an order for the hockey jersey and needs a team and a backup team of your choice. He also handed out the proposed TJCSGA brochure/ logo for the executive board preview. Parliamentarian Trey Morris asked if we could use different captions. President Terry Leggett passed out the logo design and talked about the price quotes of the material. He said that he prefers the larger version of the brochure, and you can ask about any changes. He also passed out other examples of letterheads to be used. Host Jonathan Donaldson asked if we should vote on the logo now. President Terry Leggett said we will do it in New Business. Secretary Joshua Powell asked if we could put the logo on the minutes. President Terry Leggett said he was sorry about the lapel pens. President Terry Leggett also said that everything is going well and that it took forever for this meeting to get here. He also thanked Parliamentarian Trey Morris for working real hard and getting things done.
Vice-President - Jason Biggs, Kilgore College. He is still alive and his roommate is moving out. He will then have his own phone. He said the speaker for the conference is a good one but will cost too much. Greg Clark will do the Ice Breaker. He also said that the DJ might be the new Mac Daddy DJ which will cut down on the cost of the DJ itself. He has a list of the workshops and will go over all of them later. There are about 14 and we will cut down to 9.
Parliamentarian - Trey Morris, Midland College. He is excited to be here. He said you should have a packet which includes the by-laws, active members, and non-members. He stated that this association has so much potential and he would like for us to organize ourselves. There is also a map for redistricting. He also thanked President Terry Leggett for keeping in touch and is really excited about getting stuff done for the organization.
Secretary, Joshua Powell, Brazosport College. He is glad to be here for his first meeting.
Treasurer, Shannon Bell, Odessa College. She passed out the treasurer report and said she also passed out reports for the first meeting. She put out reminders on the web page for the people who owe dues. She did everything in a month to month detail to show what she has done. You can look to see what transactions were done in the report. She announced that she does have bank statements if anyone would like to see them. Bulletin Betra Adame asked where the charges for executive board members to attend region should be. TJCSGA will only pay for President Terry Leggett, Frank Phillips College, to go to the other region meetings. Those charges will show up on the November treasurer report.
Bulletin - Betra Adame, Del Mar College. She has not gotten biography information from some of the executive board members and she needs them very soon so she can get the bulletin out as quick as possible. President Terry Leggett asked for a specific date to get the bios to Betra. She said she wants them by tomorrow. She will have the bulletin out by next week.
Host - Jonathan Donaldson, Navarro College. He is happy to serve us, and is also happy with his new advisor. He thought the price of the food was good but forgot to add in the seventeen percent gratuity to the bill. He thought maybe cutting out a breakfast or making a brunch will be more convenient for everyone and will save some money. The hotel price is down from last year. To help raise money, we could raise the late fee to get a speaker. If you look in the back of the packet there are design ideas for the shirt. He will make revisions in old business.
State Advisor - Lisa Anderson, Kilgore College. She got a few calls on the dates of the convention and stated that Kilgore College is raising a little extra money to go to other places during the week for their Spring Break and then attending the convention. She said we weren’t doing this to hurt anyone but it was the best date possible. Vice-President Jason Biggs said the schools should understand about the spring break situation. President Terry Leggett said it was brought up in Region I and he explained that Host Jonathan Donaldson got the best dates and everything the executive board does is done for everyone else and that’s all that counts. Bulletin Betra Adame said she has attended convention during spring break and said that it was fun.
State Advisor Elect - Matt Veach, HCC Southwest. His school is also saving money to come early for Spring Break. He also stated that he is happy to be here. He reported that we have six more schools joining TJCSGA this year that were not involved last year. This is all he knows as of right now. He would like to have permission to send out holiday greeting cards. He apologizes for not returning the phone calls promptly. Parliamentarian Trey Morris moved that the State Advisor Elect, Matt Veach, send out holiday greeting cards to all the schools in TJCSGA. Shannon Bell seconded. Motion carried.
OLD BUSINESS
STATE CONVENTION
Parliamentarian Trey Morris moved to suspend the rules so that we could discuss Section A of Old Business. Bulletin Betra Adame seconded the motion. Motion carried.
President Terry Leggett reinstated the rules at 5:15 p.m. Vice-President Jason Biggs moved to recess for 15 minutes until 5:30 p.m. Parliamentarian Trey Morris seconded. Motion carried.
President Terry Leggett called the meeting back to order at 5:40 p.m. Vice-President Jason Biggs moved to suspend the rules and finish discussion under Old Business Section A. Treasurer Shannon Bell seconded. Motion carried.
President Terry Leggett reinstated the rules at 6:05 p.m. Bulletin Betra Adame moved that Section 6 under Old Business letter A numbers 2,3,4,10,12,13 be put aside until later. Treasurer Shannon Bell seconded. Motion carried. Vice-President Jason Biggs moved to suspend the rules for discussion of Section 6 subsection A number 1. Treasurer Shannon Bell seconded. Motion carried.
President Terry Leggett reinstated the rules at 6:30 p.m. Bulletin Betra Adame moved that we accept Section 6 subsection A number 1 Theme as proposed. Host Jonathan Donaldson seconded. Motion carried.
Bulletin Betra Adame moved to accept the Convention Budget as written. Treasurer Shannon Bell seconded. Motion carried.

Bulletin Betra Adame moved that with the tentative presentation given by Vice-President Jason Biggs to accept the workshop schedule with corrections. Vice-President Jason Biggs seconded. Motion carried.

Treasurer Shannon Bell moved to accept the registration fee as corrected. Host Jonathan Donaldson seconded. Motion carried.
Bulletin Betra Adame moved that Student of the Year be accepted as one person. Treasurer Shannon Bell seconded. Motion carried.
Parliamentarian Trey Morris moved that we adjourn the meeting until 9:00 a.m. November 10, 1997. Secretary Joshua Powell seconded. Motion carried.

Other Old Business- Treasurer Shannon Bell asked why all officers weren’t able to go to Region 6 meeting. President Terry Leggett said that funds were not what we had expected. Parliamentarian Trey Morris moved to suspends the rules so we could discuss the matter. Bulletin Betra Adame seconded. Motion carried.

New Business
Redistricting
Parliamentarian Trey Morris moved to suspend the rules for discussion. Vice-President Jason Biggs seconded. Motion carried.
President Terry Leggett reinstated the rules at 11:45 a.m. Parliamentarian Trey Morris moved that we delay any changes to redistricting until obtaining information from the colleges. Host Jonathan Donaldson seconded. Motion carried.
TJCSGA- Community Work Suggestions
President Terry Leggett talked about fundraising for the Borger Fire Dept. to get a Cairns IRIS helmet. He proposed that the TJCSGA delegation do this. He also suggested adopting a nursing home. Parliamentarian Trey Morris moved to suspend the rules for discussion on the Community Work. Host Jonathan Donaldson seconded. Motion carried.
President Terry Leggett reinstated the rules at 12:00 p.m. Parliamentarian Trey Morris moved that February 1998 be designated TJCSGA service month and that the bulletin school be directed to compile a list of the community service activities conducted by member schools along with the contact information to each activity and to distribute it to each member school. Host Jonathan Donaldson seconded. Motion carried.
Communication
President Terry Leggett said he would like to keep up the communication and work between all the members. State Advisor Lisa Anderson asked for everyone to give her your work schedule. This is the schedule for the 1997-98 Executive Board and how you can reach them:

Student Uniformity Book
President Terry Leggett said he looked through the whole book and it looked good. Host Jonathan Donaldson moved to suspend the rules for discussion. Bulletin Betra Adame seconded. Motion carried.
President Terry Leggett reinstated the rules. Parliamentarian Trey Morris moved that we recess for 10 minutes to check out of rooms. Vice-President Jason Biggs seconded. Motion carried.
President Terry Leggett called the meeting back to order at 12:15 p.m. Parliamentarian Trey Morris talked about the by-laws. Vice-President Jason Biggs moved that we accept the Student Uniformity Book as written by Parliamentarian Trey Morris. Host Jonathan Donaldson seconded. Motion carried.
New Business from the Floor
Parliamentarian Trey Morris moved that the Executive Board recommend the proposed by-laws with corrections presented at this meeting. Bulletin Betra Adame seconded. Motion carried.
President Terry Leggett said we should take down the number of brochures to 1500 which gives each school 20. Parliamentarian Trey Morris moved that we authorize the creation and distribution of 1500 brochures to be sent to all members. Host Jonathan Donaldson seconded. Motion carried.
Parliamentarian Trey Morris moved that we authorize the purchase and distribution of 1000 letterheads and envelopes. Bulletin Betra Adame seconded. Motion carried.
Announcements
State Advisor-Elect Matt Veach said that the president of his student government did an installment payment plan for tuition fees.
Bulletin Betra Adame said last week she went to ASACC.
Vice-President Jason Biggs said on February 12 at 1:30 p.m. his school will have a Star Linked Teleconference and they need panel members, and it is about affirmative action.
Treasurer Shannon Bell said we allowed $1300 for the meeting and we spent $1418.40.
Bulletin Betra Adame said she is planning on running for President of the International PTK.
State Advisor Lisa Anderson would like Parliamentarian Trey Morris to get a copy of the text disk to Host Jonathan Donaldson.
